We're really getting derailed here, but only about 80 games used this out of the total library, and they do it by bundling it on the game disc. Dreamcast itself has no OS running on it. Not that it really matters. These are not major emulation issues.

Because a very common for DOS games VGA mode 13h (320x200, 256 colors) is 70hz. However, you can use a different branch of DOSbox, such as DOSbox-X, to force a 60hz refresh rate, if you want, and deal with this issue that way.
