No, you're merging two things together.
1) Microsoft bought QDOS from Seattle Computing, and hired Tim Paterson, its author, to develop it further. Although they got it for cheap, Paterson was then given a big chunk of Microsoft shares when hired.

2) QDOS itself was a clone of CP/M, another OS, but for platform it didn't yet exist on (Intel 8086). Digital Research, the company behind CP/M, insisted that DOS was using reverse engineered code from CP/M (illegal), and wasn't a clean room clone (legal). They never sued.

AAA gamedev just doesn't work that way. You don't gradually cross things off one by one until you're done. It's a million plates spinning at all times, and most of them don't stop spinning until the very final stretch.

Older software (productivity & business stuff mostly) actually uses these icon files to load up some icons, for buttons and such. Removing them would break them. Like many other things in Windows, this stuff is there to keep some compatibility with software from 90s and 2000s.

Everything Everywhere All at Once is a pretty great film. Surprisingly, a film that had to win me over. I wasn't fully on board in the first half. But in its 2nd half every silly set up had a meaningful payoff. There was a moment when I applauded. And a moment when I choked up.

Computers were used for development. RGB on computer monitors isn't the same as a composite signal on a CRT tv. However, since testing was done on a target platform, devs most likely could see both.
